Last July, a California lottery player won $1.08 billion, the third-largest Powerball jackpot ever. Powerball has gone 21 draws without a big prize winner since then. 

Summer has brought hefty lottery jackpots. One Florida ticket won the $1.58 billion Mega Millions jackpot last month, the largest ever.
